This series of International Conferences on Concrete Pavements has a long history of excellence in technology transfer. One of the highlights of these conferences has been the conferring of several awards to note the best of several categories from each conference. This will continue at the 12th ICCP at the final Awards Ceremony on Friday, October 1.
Dr. Frank McCullough is often referred to as the “Father of Continuously Reinforced Concrete Pavement” for his pioneering and continuing work in the area of continuously reinforced concrete pavements. He has also been instrumental in the development of post-tensioned and precast concrete pavement systems. His research and design efforts have led to the development of numerous specifications, design methods, and construction procedures for concrete pavements throughout the world.
In 1957, Dr. McCullough was employed at the Texas Highway Department as a Design-Research Engineer. Determined to become a transportation researcher and professor, he enrolled in evening classes at the University of Texas to pursue his goals. After completing his doctoral degree at the University of California at Berkeley in 1969, he joined the faculty at the University of Texas at Austin and is currently Professor Emeritus of Civil Engineering.
To honor Dr. McCullough’s contributions to the concrete pavement field, the International Society for Concrete Pavements initiated the B.F. McCullough Award for the best student poster presentation in 2005 at the 8th International Conference’s Research In-Progress poster session.

Bengt F. Friberg was born in Sweden and graduated from the Royal Institute of Technology in Stockholm with a degree in engineering. He came to the United States in 1927 and began working as a structural engineer.
He joined American Concrete Institute (ACI) Committtee 325, Concrete Pavements, when it was formed in 1948 and was extensively involved in committee activities for nearly four decades. Several sections of ACI 325.7R-88 “Recommendations for Designing Prestressed Concrete Pavements,” were based on Friberg’s research. He is also responsible for the most widely used techniques for analyzing the behavior of groups of dowel in jointed concrete pavements. In 1991, he was named an Honorary Member of the ACI “for significant contributions of theory and knowledge on the distribution of forces on dowels in concrete pavements and for the development of the technology used in building economical prestressed concrete pavements.”
Mr. Friberg has passed away, but he continues to be internationally recognized for his contributions to the technology of highway and airport pavements, especially in the areas of dowel load transfer systems, subgrade friction, and prestressed slabs. He holds more than a dozen U.S. patents for products that he invented for concrete highway and building construction.
In memory of Bengt F. Friberg and his many contributions to the highway design and analysis professions, an award was established in his name at the 7th International Conference on Concrete Pavements in 2001 to recognize the outstanding paper by a younger author at each conference.

Bob Packard is most widely known for the concrete pavement thickness design procedures he developed while working at PCA. A recipient of many awards and recognitions, Bob was awarded the Hartmann-Hirschman Award by ACPA in 1997, in recognition of his leadership in developing design procedures for concrete airfields, highways and local roads and for expanding the transportation community’s knowledge of concrete pavement engineering.
Bob served on the program committee for the 3rd, 4th, 5th, and 6th International Conferences on Concrete Pavements (then organized by Purdue University) and published papers in the proceedings from the 1st through 5th International Conferences on Concrete Pavements.
He was also actively involved in technical committees of the Transportation Research Board, the American Concrete Institute, the American Society of Civil Engineers, and the American Society of Testing and Materials.
Bob passed away on December 3, 2004. To honor his contribution to our field, the ACPA Concrete Pavement Education Foundation and ISCP now bestow an award for the outstanding paper on concrete pavement design starting with the 8th International Conference.

Professor Yoder served as a professor of civil and highway engineering at the Ohio State University and later at Purdue University. Known as an outstanding teacher, excellent researcher, and outgoing engineering consultant, he served as an inspiration to those who knew him. He was very active in professional societies and received TRB’s Roy W. Crum Award “in recognition of outstanding achievement in the field of transportation research” in 1983.
Professor Yoder was also very active in the development of continuing education programs in the highway field. He was the organizer of a series of TRB-sponsored conferences on low-volume roads as well as the first two International Conferences on Concrete Pavements held at Purdue University. He was initiating plans for the third conference of this series at the time of his death in 1983. In memory of his contributions to our field, the Third International Conference on Concrete Pavements was dedicated to him and an award has been made in his name for the outstanding paper for each of these conferences since 1985.
